Open Roads and Overflowing Jails: Addressing High Rates of Rural Pretrial Incarceration - Levin & Haugen 2018

The pretrial population of defendants has significantly increased in the U.S., namely in rural areas. Jails in smaller jurisdictions account for an unusually large contribution to jail population growth. This paper examines possible explanations for this growth and recommends ways to reduce pretrial populations in rural America.
