As decarceration and ending cash bail rise to prominence on the criminal legal agenda, electronic monitoring (EM) has gained favor as an alleged alternative to incarceration. This report reject sthis approach and views EM as an alternative form of incarceration, an example of “e-carceration”—the deprivation of liberty by technological means.
