The drivers of local legal culture will be an overview presentation: state statutes and local rules; court leadership and judicial independence; assignment & docketing; prosecutor & defense policies and assignment structures; procedural expectations by types (e.g. “event to event”); and fast, slow, and “that’s not our purpose.” The panel discussion will take each of these drivers and discuss their role in the three courts. Each judge and the facilitator will then draw conclusions about the links between case management and the importance of expedition and timeliness to justice.
