Principles of Community-based Behavioral Health Services for Justice-involved Individuals: A Research-based Guide

In collaboration with our partners at the GAINS Center, the Substance Abuse and Mental Health Services Administration has released a new publication that serves as a practical guide to promote a quality, community-based behavioral health treatment system that is responsive to all individuals with mental and substance use disorders. The publication, Principles of Community-based Behavioral Health Services for Justice-involved Individuals: A Research-based Guide, is available for download in the SAMHSA store.

The Principles is a practical guide to assist community-based behavioral health providers in their clinical and case management practice with people who have mental and substance use disorders and are currently involved with or have been involved in the adult criminal justice system. The Principles is also intended for agency leaders and program developers who are responsible for shaping how their organizations deliver community-based services.

Community-based behavioral health providers have an essential role in serving individuals with mental and substance use disorders who are currently or formerly involved with the criminal justice system. Through quality treatment and services, justice-involved individuals can improve their behavioral and physical health, enhance their social well-being, and reduce or prevent the likelihood of contact with the criminal justice system.

The Principles is composed of the following sections:

  • Eight guiding principles for effective, comprehensive community-based behavioral health care
  • Frequently asked questions related to criminal justice involvement, collaboration between behavioral health and criminal justice professionals, conditions for optimal health services, and disparate outcomes
  • Resources for further reading on collaboration, health care coverage, reentry, clinical care and case management, criminogenic risk and recidivism, trauma, and special populations
  • Glossary of terms for behavioral health providers and criminal justice professionals
